Sunderland Dispersed Accommodation

These properties are all within Sunderland and Houghton le Spring. The aim of the service is to provide temporary supported accommodation to single men and women aged 18 and over (17 if on a statutory order) who are single and have an offending background or are at risk of offending.

Each service user is allocated a key worker when they move in, who will assist them to settle in initially. A person centred approach is taken to enable service users to gain the skills to manage their accommodation in order to avoid re-offending, substance misuse and other forms of anti-social behaviour that could lead to them becoming homeless or appearing before the courts. Ultimately, when ready, this approach will enable service users to move into their own independent accommodation.

Norcare staff have developed excellent networks offering a multi-agency approach to ensure a high standard of service delivery in meeting the needs of service users and identifying and reducing risks.  Working in this way ensures each service user receives all the guidance and support required to enable them to meet their goals and address issues identified in their key works or support plans.

Toward Road

Toward Road is situated within Sunderland City Centre.  The property, which opened in June 1989, is owned by Home Housing Group and was included in their major development initiative in 2003.  The building was redesigned and converted into seven single units consisting of en-suite bedsit accommodation, office space and a very welcome communal room with kitchen facilities.  Each room is fully furnished.

Service users are initially issued with a six month licence agreement however these can be extended for up to two years, depending on the needs of each individual service user.  The main aim of Toward Road is to provide temporary supported accommodation for single men and women aged 18 and over (17 if on a statutory order) who have an offending background, which can range from petty offences to more serious violent or sexual offences, or who are at risk of offending to enable them to gain the skills needed to maintain their accommodation, and move on to live independently.

Referrals are accepted from statutory and voluntary agencies and self referrals.  A detailed referral and selection procedure is available upon request.  Each service user is allocated a key worker when they move in, who will assist them to settle in initially. Support can be provided in the following areas: assistance with housing and welfare benefit applications, registering with a GP, accessing specialist services, developing social and life skills and debt management as well as access to education, training, employment, hobbies and interests. The staff have developed excellent networks and offer a multi agency approach to ensure a high standard of service delivery that will meet the needs of individual service users, identifying and reducing risks.  Working in this way ensures each service user receives all the guidance and support they require to enable them to meet their goals and address issues identified in their key works or support plans. When service users secure their own independent accommodation, Norcare can offer resettlement support for up to six months.  This again will be tailored to meet the needs of each individual service user.

South of the Tyne Tenancy Support Scheme (Wearside)

The South of the Tyne Tenancy Support Scheme (Wearside) originally covered South Tyneside, Wearside and Gateshead offering support to a total of 12 service users. In November 2002, the scheme split creating three separate schemes.  This was possible due to increased funding from the Home Office from November 2002 to April 2003 and subsequent funding thereafter from Supporting People contracts. A report was produced by the Probation Service outlining the increased need for a service to work with offenders or those at risk of offending who are in their own accommodation but who, without support, are at risk of losing their tenancies due to their re-offending, failure to pay rent and nuisance behaviour.

The aim of the scheme is to enable vulnerable offenders living in Wearside to remain independent by obtaining or sustaining the home of their choice.  The outcomes the scheme hopes to achieve are to assist service users to gain the life and social skills to manage independently within their own home, to be able to effectively manage their finances, debts and budgeting, prevent and deal with neighbourhood disputes and to establish links with local neighbourhood services and facilities.

This is accomplished by each service user being allocated a key worker to gain the skills to manage their accommodation to avoid re-offending, substance misuse and other forms of anti-social behaviour that could lead to them becoming homeless or appearing before the courts and ultimately, when ready, to assist them to move on into their own independent accommodation.

Staff have developed excellent networks and offer a multi-agency approach to ensure a high standard of service delivery and reducing risks.  Working in this way ensures the service user receives all the guidance and support to enable them to meet their goals and address issues identified in their key works or support plans. Project monitoring and evaluation is carried out in accordance with management agreements and Supporting People requirements.

South Tyneside Dispersed Accommodation

There is currently one self contained flat which is owned by Nomad Housing Association and four self contained flats owned by Home Housing Association which are managed by the South Tyneside Dispersed Accommodation Team.   These properties are within South Shields and Boldon Colliery respectively.
